Jeanne L. Phillips
Permanent Representative, Organization for Economic Cooperation and Development
Term of Appointment: 08/07/2001 to 06/2003

As the United States' Permanent Representative to the Organization for Economic Cooperation and Development (OECD), Ambassador Jeanne L. Phillips serves as Chief of the U.S. Mission at the OECD in Paris, France. She is the personal representative of President George W. Bush and the chief spokesperson for the United States on issues and policies before the OECD. She was sworn in on August 7, 2001.

Ambassador Phillips has been a businesswoman for more than 20 years, serving as president and CEO of the Dallas-based consulting company, Jeanne Johnson & Company, Inc; as managing director of the Dallas office of Public Strategies, Incorporated; and as fundraising advisor for numerous clients, including the Woodrow Wilson Center for International Studies in Washington, DC, the M.D. Anderson Cancer Center in Houston, Texas, Southern Methodist University, and leading political figures in the United States.

Prior to her post at the OECD, Ambassador Phillips was selected by then President-elect George W. Bush as Executive Director of the 54th Presidential Inaugural Committee. In just 31 days, she mobilized and led a team of 600 employees and over 5000 volunteers working with local and national governmental agencies, the U.S. military and numerous elected officials to plan and implement a complete schedule of inaugural events.

Ambassador Phillips also served as Senior Advisor for National Finance in the Presidential campaign of George W. Bush, developing the original fundraising plan and structure for the finance organization, in collaboration with the Chairman of the Campaign Finance Committee. She subsequently served as Deputy Chairman for Operations at the Republican National Committee in Washington, D.C., where she was extensively involved in budget activities, managing a volunteer national finance committee of over 2,000 individuals during the general election of 2000.

Ambassador Phillips is the founder of Jeanne Johnson and Company Inc., one of the leading firms in the United States in the area of political fund-raising. She served as a Senior Finance Advisor and Director for the first gubernatorial campaign of George W. Bush in 1993. Subsequently she joined Public Strategies, Incorporated, as Managing Director of the firm's Dallas office. While there, she worked with Fortune 500 clients, created the first in-house management training program for executives and developed the strategic marketing plan which guided the company's rapid growth.

A native of Arkansas, Ambassador Phillips was graduated from Southern Methodist University. She has lived in Dallas, Texas for the past 27 years, where she has been honored for her committed community involvement, serving on boards such as the prestigious M.D. Anderson Board of Visitors and the Associate Board of the Cox School of Business at SMU; the Board of Directors of the John G. Tower Center for Political Studies of SMU; the Dallas Junior League, Inc; Charter 100 and the Dallas Assembly.
