World Conference Against Racism
The United Nations World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance (WCAR) took place August 31 - September 7, 2001, in South Africa. Although the U.S. had anticipated participating fully in the conference, on September 3, Secretary Powell instructed U.S. representatives to return home: "I have taken this decision with regret .... I know that you do not combat racism by conferences that produce declarations containing hateful language .... I wish that it could have turned out more successfully."
