On Changes to the Boundary of Plesetsk Test Range

The Parties, referring to paragraph 19 of Annex J to
the Memorandum of Understanding on the Establishment of the
Data Base Relating to the Treaty Between the Union of Soviet
Socialist Republics and the United States of America on the
Reduction and Limitation of Strategic Offensive Arms of July
31, 1991, hereinafter referred to as the Treaty, taking into
account the information with respect to the Plesetsk Test
Range provided in Annex A to this Joint Statement, agree on
the following:

(1) Test Sites No. 7, No. 9, No. 12, and No. 16 and
field positions with coordinates Lat. 62 49 25 N., Long. 040
38 24 E; Lat. 62 58 48 N., Long. 041 05 05 E.; Lat. 62 54 02
N., Long. 041 22 06 E.; Lat. 62 57 42 N., Long. 041 29 10 E;
and Lat. 62 57 08 N., Long. 041 38 40 E. of the Plesetsk Test
Range shall be excluded from within the boundary of the
facility, and the site diagram of the Plesetsk Test Range
dated September 30, 2002, and Test Sites No. 7 dated October
1, 1999, No. 9 dated October 1, 1999, No. 12 dated October 1,
1999, and No. 16 dated September 30, 2002, of the Plesetsk
Test Range shall be used only for the inspection provided for
in paragraph 4 of this Joint Statement.

(2) Test Sites No. 13, No. 14, and No. 15 and the site
diagrams of Test Sites No. 13 dated September 30, 2002, No.
14 dated September 30, 2002, and No. 15 dated September 30,
2002, of the Plesetsk Test Range shall be redesignated as
Test sites No. 9, No. 12, and No. 7 and the site diagrams of
Test Sites No. 9, No. 12, and No. 7 of the Plesetsk Test
Range, respectively.

(3) The new boundary of the Plesetsk Test Range shall
be the boundaries shown on the site diagrams of Plesetsk Test
Range dated April 12, 2007, Test Sites No. 7 of the test
range dated April 12, 2007, No. 9 dated April 12, 2007, and
No. 12 dated April 12, 2007, which are attached as Annex B to
this Joint Statement, and the boundaries shown on the site
diagrams of Test Sites No. 1, No. 2, No. 3, No. 4, No. 5, No.
6, No. 8, No. 10, and No. 11 of the Plesetsk Test Range,
which remain unchanged.

(4) The portions of the Plesetsk Test Range to be
excluded, pursuant to this Joint Statement, from within the
boundaries shown on the site diagrams of the Plesetsk Test
Range dated September 30, 2002, and Test Sites No. 7 dated
October 1, 1999, No. 9 dated October 1, 1999, No. 12 dated
October 1, 1999, and No. 16 dated September 30, 2002, of the
Plesetsk Test Range shall be subject to inspection using the
procedures of Section XII of the Protocol on Inspections and
Continuous Monitoring Activities Relating to the Treaty,
during the first inspection conducted at this test range
under paragraph 3 of Article XI of the Treaty. Thereafter,
such portions of the Plesetsk Test Range shall not be subject
to inspection unless such portions are included within the
boundary of any inspection site.

(5) The changes to the boundary of the Plesetsk Test
Range shall become effective on the date specified in the
notification provided by the Russian Federation in accordance
with paragraph 19 of Section I of the Protocol on
Notifications Relating to the Treaty, or the date such
notification is provided by the Russian Federation, or the
date of entry into force of this Joint Statement, whichever
is latest.

The consent of the Republic of Belarus to be bound by
this Joint Statement shall be expressed by its Government in
accordance with paragraph 6 of Annex 1 to the Protocol on the
Joint Compliance and Inspection Commission Relating to the
Treaty.

Annex A

Information Provided by the Russian Federation
on Changes to the Boundary of the Plesetsk Test Range

The Russian Federation:

(1) pursuant to subparagraph 19(a) of Annex J to the
Memorandum of Understanding on the Establishment of the Data
Base Relating to the Treaty, hereinafter referred to as the
Memorandum of Understanding, declares that the requirements
set forth in the first sentence of paragraph 2 of Section IX
of the Protocol on Procedures Governing the Conversion or
Elimination of the Items Subject to the Treaty have been met
with respect to the portions of the Plesetsk Test Range to be
excluded from within the boundary shown on the site diagram
of the facility dated September 30, 2002;

(2) pursuant to subparagraph 19(b) of Annex J to the
Memorandum of Understanding, states that all structures that
were ever shown within the boundaries shown on the site
diagrams of Test Sites No. 7 dated October 1, 1999, No. 9
dated October 1, 1999, No. 12 dated October 1, 1999, and No.
16 dated September 30, 2002, of the Plesetsk Test Range
pursuant to subparagraph 9(b)(iii) or 9(b)(iv) of Annex J to
the Memorandum of Understanding and that will be excluded
from within the boundary of this facility pursuant to this
Joint Statement, are unchanged but will no longer be used for
items of inspection as of April 12, 2007.

ON CHANGES TO THE BOUNDARY OF THE KOSTROMA ICBM BASE
FOR RAIL-MOBILE LAUNCHERS OF ICBMS

The Parties, referring to paragraph 19 of Annex J to the
Memorandum of Understanding on the Establishment of the Data
Base Relating to the Treaty Between the United States of
America and the Union of Soviet Socialist Republics on the
Reduction and Limitation of Strategic Offensive Arms of July
31, 1991, hereinafter referred to as the Treaty, taking into
account the information with respect to the Kostroma ICBM
Base for Rail-Mobile Launchers of ICBMs provided in Annex A
to this Joint Statement, agree on the following:

(1) The new boundary of the Kostroma ICBM Base for
Rail-Mobile Launchers of ICBMs shall be the boundary shown on
the site diagram of the rail garrison of the base dated
September 9, 2007, which is attached as Annex B to this Joint
Statement.

(2) The portions of the Kostroma ICBM Base for
Rail-Mobile Launchers of ICBMs to be excluded, pursuant to
this Joint Statement, from within the boundaries shown on the
site diagram of the rail garrison dated June 5, 2003, shall
not be subject to inspection unless such portions are
included within the boundary of any inspection site.

(3) The changes to the boundary of the Kostroma ICBM
Base for Rail-Mobile Launchers of ICBMs shall become
effective on the date specified in the notification provided
by the Russian Federation in accordance with paragraph 19 of
Section I of the Protocol on Notifications Relating to the
Treaty, or on the date such notification is provided by the
Russian Federation, or on the date of entry into force of
this Joint Statement, whichever is latest.

(4) The consent of the Republic of Belarus to be bound
by this Joint Statement shall be expressed by its Government

The Russian Federation:

Memorandum of Understanding, declares that the requirements
set forth in the first sentence of paragraph 2 of Section IX

were ever shown within the boundaries shown on the existing
site diagram of the rail garrison, dated June 5, 2003,
pursuant to subparagraph 9(b)(iii) or 9(b)(iv) of Annex J to
the Memorandum of Understanding and that will be excluded
from within the boundary of this facility pursuant to this
Joint Statement, will remain unchanged but will no longer be
used for items of inspection as of September 9, 2007.
