Thomas L. Delare
Charge d'Affaires, Romania
Term of Appointment: 02/28/2005 to present

Thomas L. Delare is Charge d’Affaires at the U.S. Embassy in Bucharest, Romania, where he arrived in August 2002. Prior to assignment in Romania, Mr. Delare spent a number of years at the Department of State, working in the Office of Investment Affairs of the Economic Bureau, as Staff Economist on the Secretary of State’s Policy Planning Council and as Chief Economist, first in the Office for Russian Affairs and later, in the Office of Korean Peninsula Affairs. While in the Office of Investment Affairs, Mr. Delare served as the lead U.S negotiator for implementation of the Organization for Economic Cooperation and Development’s (OECD) Bribery Convention and chaired the OECD Committee for accession to that treaty.

Other overseas experiences include service at the U.S. Embassies in Moscow, Bonn, and Prague and at the Consulate General in Milan. He has traveled extensively in East Asia and the former Soviet states on various short-term missions. Prior to joining the State Department, he worked as an Analyst for the Library of Congress in Washington on the Soviet economy, as a civilian Contracting Officer for the U.S. Air Force and was assigned to Germany while on active duty for the U.S. Army.

Mr. Delare did his undergraduate education at Carnegie-Mellon University in Pittsburgh and his graduate work at the University of Chicago. He also has studied at the U.S. Army’s Russian Institute in Garmisch, Germany, and was an International Research and Exchanges Board (IREX) Scholar at Moscow State University.

Mr. Delare is a native of Pittsburgh, Pennsylvania, as is his wife. They have two daughters.
