Smyth, Richard

Originally from California, Mr. Smyth joined the Foreign Service following graduation from the University of Washington (Seattle), service as a Peace Corps Volunteer in Afghanistan, graduate study at the University of Alabama (Tuscaloosa), and employment in the City of Tuscaloosa's Community Planning and Development Department.

Following his commissioning as a Foreign Service Officer in 1979, he served in Afghanistan, India, Iraq, Indonesia, and Denmark before returning to Washington in 1990 for a two-year tour as a State Department Liaison Officer at the Pentagon. In 1992, he was assigned to Peshawar in Pakistan's Northwest Frontier Province, where he served four years as Principal Officer at the U.S. Consulate. He attended the National War College in Washington, DC, over the 1996/97 academic year, and following graduation was assigned as Deputy Chief of Mission at the U.S. Embassy in Colombo, Sri Lanka, for a three-year tour. He arrived in Kingston in August, 2000.
