Maureen E. Quinn
Ambassador,  Afghanistan Coordinator
Term of Appointment: 08/18/2004 to 03/17/2006

Maureen Quinn, a career member of the Senior Foreign Service, joined the State Department’s Bureau of South Asian Affairs as Coordinator for Afghanistan in August 2004.

She previously served as Ambassador of the United States to the State of Qatar from 2001 to 2004. At the U.S. Embassy in Rabat, Morocco from 1998-2001, she served first as Deputy Chief of Mission, then as Chargé d’Affaires. Ambassador Quinn was a Deputy Executive Secretary in the Department of State from 1997-1998; the Executive Assistant and Special Assistant to the Under Secretary of Economic, Business and Agricultural Affairs from 1994 to 1997; and Economic Counselor at the U.S. Embassy in Panama from 1991 to 1994.

From 1990 to 1991, Ambassador Quinn was a Pearson Fellow at the U.S. House of Representatives. She served in the Economic Bureau’s Office of International Development Finance from 1988-1990, and in the Western Hemisphere’s Bureau of Regional Economic Affairs from 1986 to 1988. Previously, Ambassador Quinn served as the Economic Officer and Commercial Attaché at the U.S. Embassy in Conakry, Guinea, and was Vice Consul and General Services Officer at the U.S. Consulate General in Karachi, Pakistan from 1982 to 1984.

Ambassador Quinn speaks French, Spanish, and has some knowledge of Urdu. She earned a Bachelor’s degree at Newcomb College of Tulane University and a Master’s degree at Georgetown University. She is a native of Spring Lake, New Jersey.
