Biography of Grey Frandsen Special Assistant to the Coordinator for Reconstruction and Stabilization (S/CRS)Mr. Frandsen is the Special Assistant to Ambassador Carlos Pascual, the Coordinator for Reconstruction and Stabilization, and S/CRS’ advisor on NGO-military relations. Prior to joining Ambassador Pascual’s staff, Mr. Frandsen served as the Special Assistant to the Assistant Secretary and Principal Deputy Assistant Secretary in the Bureau of Political-Military Affairs (PM), where his portfolio included the development of post-conflict response policy, continuity of operations planning, contingency planning coordination, and general policy coordination. Before joining the State Department in 2003, Mr. Frandsen was the co-founder and president of PICnet, Inc., a consulting firm specializing in communications and logistical systems in humanitarian emergencies for government and non-governmental organizations. Mr. Frandsen currently serves on faculty at the Uniformed Services University of Health Sciences in Bethesda, MD, and lectures at George Washington University, Johns Hopkins University, and American University on civil-military relations and humanitarian emergencies. He recently completed a book on civil-military relations entitled A Guide to NGOs. Starting in the Balkans in 1999, Mr. Frandsen has served with a number of organizations around the world, including the International Crisis Group, Relief International, and other government agencies. Mr. Frandsen currently serves on the boards of the Cuny Center and the African Conflict Journal. Mr. Frandsen obtained an MA at the Johns Hopkins University School for Advanced International Studies where he held the Osgood Fellowship and served as graduate student association president. He graduated magna cum laude from UCLA. |
