Assistance to Pakistan in 2008 (Taken Question)

Question: What is the State Department overall request for Fiscal Year 2008 for assistance to Pakistan?

The Fiscal Year 2008 total State Department and U.S. Agency for International Development request for assistance to Pakistan is $845 million. Our Fiscal Year 2008 Congressional Budget Request is about $785 million; with a Fiscal Year 2008 Supplemental Amendment of $60 million.

The $785 million requested in the FY2008 Congressional Budget Justification is for:

  • Peace and Security (approximately $342 million): Includes Foreign Military Financing, International Military Education and Training, law enforcement reform, counter narcotics, and counterterrorism.
  • Governing Justly and Democratically (approximately $42 million): Includes rule of law and human rights, support for local governance and decentralization, and civil society.
  • Investing in People (approximately $103 million): Includes roughly even amounts for health and education.
  • Economic Growth (approximately $249 million): Includes a $200 million cash transfer to support Government of Pakistan development initiatives, private sector support, agriculture, and credit.
  • Humanitarian Assistance (approximately $50 million): Continued relief and recovery for areas impacted by the 2005 earthquake.

The $60 million Supplemental amendment is to support economic and social development as well as good governance in the Federally Administered Tribal Areas.
