Brian Phipps

BIOGRAPHY

Mr. Brian Phipps joined the policy planning staff in August 2008 and is responsible for sub-Saharan Africa. Prior to this assignment, he was responsible for regional counterterrorism policy in East and Southern Africa at the U.S. State Department’s Office of the Coordinator for Counterterrorism. Born in Nebraska, Brian attended Yale University where he obtained a BA degree in History. As a Fulbright Scholar, he received an MA in History from Victoria University, Wellington, New Zealand. He has worked in Mogadishu, Somalia; Merida, Mexico; London, the United Kingdom; Lahore, Pakistan; and Kuala Lumpur, Malaysia. In Washington, he has served as Bangladesh Desk Officer and as Kenya Desk Officer.
