Appointment of Tim Carney as Coordinator for Economic Transition in Iraq

I am pleased to announce the appointment of Timothy Carney to serve as the Coordinator for Economic Transition in Iraq. Ambassador Carney, who will be based in Baghdad, will report directly to the Ambassador and work closely with Iraqi officials to ensure that Iraq's considerable resources are brought to bear on the task of rebuilding Iraq. He will coordinate all relevant elements of the Embassy, USAID Mission, and IRMO to bring about a smooth transition from U.S. Government and other external assistance to full Iraqi self-reliance. He will also work closely with MNF-I to ensure Iraq's economic transition plans complement the joint security strategy.

Ambassador Carney retired after 32 years in the Foreign Service during which he served as our Ambassador to Haiti and as Ambassador to Sudan. He has extensive experience in post-conflict stabilization, reconstruction, and development.

At the Pentagon's request, he joined Lt. Gen (Ret.) Jay Garner's staff in Iraq in March 2003 and served 3 months as the senior authority in the Ministry of Industry and Minerals. Since 2004 he has regularly lectured on aspects of Iraq as part of a team preparing regular army and National Guard units assigned to Iraq.

I am grateful that Ambassador Carney has agreed to return to public service at this critical time. I look forward to working with him to implement the President's new way forward in Iraq.
